Daily Arrest Report – Paris Police Department
01/24: Officers responded to a Public Intoxication call in the 3000 block of NE Loop 286. They made contact with Steven Ray Baker (31) of Valiant, Oklahoma. Baker was incoherent and unable to answer simple questions or stand without assistance. Baker admitted to having taken prescription narcotics, which he claimed to have a prescription for. A consensual search of Baker’s person and property revealed four pills identified as Alprazolam. Baker could not provide a prescription for the narcotics nor were they in a prescription bottle. He was arrested for Possession of a Controlled Substance and processed uneventfully.
01/24: Officers received a report of a disturbance in the 1800 block of NE Loop 286. They made contact with Daniel Mason Maye (34) of Arthur City, Texas. Maye had kicked in the door to the residence, claiming he was checking on his girlfriend’s safety. Maye appeared to be under the influence of narcotics. A consensual search revealed narcotics in the pocket of Maye’s jeans. He was arrested for Possession of a Controlled Substance. Maye admitted to using the narcotics approximately one hour prior to the arrest. He was booked without incident.
01/25: A theft of a vehicle was reported in the 2400 block of W. Houston Street. The victim stated that a known suspect had taken his vehicle without permission on January 15. The suspect, an employee of the victim, was assisting with work at the victim’s residence. The victim went inside briefly, during which time the suspect, who resides in Greenville, Texas, left with the victim’s 1995 Mercury Cougar without permission. Efforts to contact the suspect were unsuccessful. The vehicle was entered into the National Data System as stolen. Greenville Police and the Regional Auto Theft Task Force were notified.
01/26: Darcie Williams Higbee (72) of Jacksonville, Texas, was arrested after being stopped for a moving violation in the 2300 block of N. Main. Officers observed Higbee to be nervous, jerking, twitching, and unable to sit still. She denied being under the influence of drugs or alcohol but could not complete DWI field testing. Higbee was arrested for Driving While Intoxicated. An inventory of the vehicle revealed marijuana, drug paraphernalia, and several firearms. Higbee later attempted to dispose of narcotics in the prisoner area of the patrol vehicle. After withdrawing consent for a blood draw, a warrant was obtained. A criminal history check revealed a prior felony conviction. Higbee was charged with Possession of a Controlled Substance, Tampering with Evidence, Unlawful Possession of a Firearm by a Felon, DWI, and Possession of Marijuana.
01/26: Officers responded to a disturbance in the 500 block of SW 1st Street. They made contact with Melissa Kay Keisler (47) of Paris, and her roommate. The roommate reported that Keisler had assaulted him with a broken piece of a ceramic plate, causing injuries to his hands and chest. The injuries and evidence at the scene supported his account. Both individuals were intoxicated, and Keisler was belligerent and uncooperative. Keisler was arrested for Aggravated Assault with a Deadly Weapon. The victim was treated by Paris EMS. Keisler was transported for arraignment.
01/26: A report of a burglary of a residence was made in the 900 block of 19th NW. The victim stated that someone entered his garage through a broken window and stole a toolbox containing hand tools, automotive speakers, and power tools. Evidence was collected, and the incident is under investigation.
01/27: Officers responded to a report of an unconscious person in a vehicle in the 1300 block of NE Loop 286. They found Richard Raymond Dixon (53) of Reno, asleep inside. Officers observed a glass pipe commonly used for smoking narcotics. Dixon was roused and exited the vehicle, attempting to hide the pipe in the process. He admitted to using narcotics from the pipe. A usable amount of narcotics was found inside the pipe. Dixon was arrested for Possession of a Controlled Substance and booked without incident.
01/27: An officer conducted a traffic stop for a moving violation in the 1000 block of SE 8th Street. The officer recognized a passenger, Dequarron Dewantrell Hall (30) of Paris, who had an outstanding warrant for Burglary of Habitation, a felony. Hall was arrested without incident.
