Coby Wiebe has filed suit against both Rains County and Justice of the Peace Robert Jenkins Franklin, accusing the judge of threatening him directly over the phone—despite having no legal jurisdiction in the matter. According to the lawsuit, Judge Franklin told Wiebe:
