City of Greenville Concludes Cyber Investigation – No Personal Data Breached

GREENVILLE, TX – The City of Greenville has officially concluded its investigation into the cyber incident first identified on August 5, 2025. Following weeks of forensic review alongside law enforcement and a third-party cybersecurity firm, officials confirmed that no citizen or employee personal data was compromised.

The breach was not due to employee error or phishing but was traced back to a vulnerability in a third-party service provider’s system. That provider has reportedly addressed and resolved the issue to prevent future intrusions.

Although customers of Greenville Electric Utility System (GEUS) experienced temporary disruptions, city officials emphasized that GEUS itself was not the target and no GEUS network data was stolen. The city had proactively disabled access to GEUS accounts as a precaution during the investigation.

City systems have now been fully restored, and critical services remained operational throughout the event. The city has also committed to reviewing and strengthening its cybersecurity protocols moving forward.

“We are grateful to our staff and partners who worked quickly and diligently to protect the City’s systems and safeguard our community,” said City Manager Summer Spurlock.

In response to the incident, late fees and utility disconnections were paused temporarily but resumed in October. Residents experiencing delays with billing were advised these issues were tied to protective delays, and GEUS is expected to return to normal billing schedules by late November.

The city also confirmed that no ransom payments were made from city funds. Insurance coverage for such events allowed the payment to be made without affecting taxes or city operations.

The city emphasized transparency and said that certain delays in public announcements were made in compliance with law enforcement recommendations to protect the integrity of the investigation.
