Houston Man Arrested After Attempted Kidnapping Near Aldine High School

HOUSTON, TX — A Houston man with a lengthy criminal record is in custody after allegedly injecting a student with an unknown substance and attempting to kidnap him near Aldine High School earlier this week.

According to court documents, Ted Fleming, 41, was arrested and charged with kidnapping and failure to register as a sex offender following the October 1 incident that occurred just across the street from the school campus.

Investigators say the student was walking near a shopping center when Fleming allegedly grabbed him and injected him with an unidentified substance. Witnesses reported seeing the student stumbling and struggling to stay upright before a school staff member called authorities.

Aldine ISD released a statement confirming that staff members saw the student “stumbling and walking off balance” before being pulled away by the suspect. A staff member recorded the incident on video and quickly alerted Aldine ISD Police.

Responding officers found the student unconscious and unresponsive but were able to revive him using Narcan and CPR. The student later lost consciousness again en route to the hospital but was stabilized by emergency medical personnel. Fleming was located nearby and taken into custody without incident.

Crime Stoppers advocate Andy Kahan described the case as one of the most alarming he has encountered. “This is the first time I’ve seen or heard of a case where somebody was actually injected,” Kahan said. “God only knows what would have happened if officers hadn’t intervened when they did.”

Court documents show that Fleming’s criminal history dates back over a decade, with more than 38 prior arrests for offenses including deadly conduct, terroristic threats, indecent exposure, trespassing, and evading arrest. Prosecutors noted that several felony cases were previously dismissed as part of plea agreements on lesser charges.

Despite his long record, Kahan said Fleming has “never spent a single day in the Texas Department of Criminal Justice,” calling the situation a failure of the justice system. “You have to blame the defendant for his actions, but also question why he keeps being released back into society,” Kahan added.

During Fleming’s first court appearance, prosecutors requested a $250,000 bond due to his criminal background and the “deep concern for public safety.” His defense attorney argued for a reduced amount of $17,000. The judge ultimately set bond at $150,000.

Aldine ISD confirmed it has increased police patrols around Aldine High School and nearby areas. “The safety and well-being of our students and staff will always be our top priority,” the district stated.
